The NCBRT offers delivery of DHS-certified
training and services, which are
funded through a Cooperative Agreement between DHS
and the NCBRT.
Offerings include:
- Course delivery.
- Indirect course support.
- Instructor development.
- Technical assistance.
Under the Cooperative Agreement, the NCBRT
delivers DHS-certified courses in
limited numbers through states, U.S. territories,
local jurisdictions, and
tribal entities without charge to course
participants. Outside of the
Cooperative Agreement, the NCBRT delivers courses
that are sold as either an
entire course hosted by the purchasing entity, or as
individual participant
registrations hosted by the NCBRT. The NCBRT Course
Catalog includes both
DHS-certified and non-DHS courses, which are offered
as described below.
DHS-Certified Courses: An
off-the-shelf course
can be sold using the EDAP process if the course is
(1) DHS-certified and either (2) the NCBRT has
exceeded deliveries for the year, (3) the state has
received its equitable share of deliveries for the
year, or (4) the course is being requested by an
entity not eligible for delivery without charge.
The EDAP process utilizes a sales and service
agreement for whole courses sold to an entity.
Individual participants may purchase a course
registration without entering into a sales and
service agreement.
Non-DHS Courses: The sale of
off-the-shelf
non-DHS products and services also utilizes a sales
and service agreement (not the EDAP process) for
whole courses sold to an entity. Non-DHS sales to
individual participants do not require a sales and
service agreement.
Individual Registrations:
NCBRT-hosted
off-the-shelf courses that are sold directly to
participants through individual registration fees.
Participants reserve a course seat using web-based
registration, which enables credit card payment.
Technical Assistance: the NCBRT
can provide DHS
and non-DHS technical assistance. DHS technical
assistance would be provided at the request of DHS;
non-DHS technical assistance can be sold
off-the-shelf on an hourly basis.

The NCBRT may also offer project-based technical
assistance through either a
cost-reimbursable agreement or a fixed-price
agreement. Sales through a
cost-reimbursable agreement are based on actual
costs incurred.
In addition to selling off-the-shelf
DHS-certified courses through the EDAP process, the
NCBRT also offers many other services. These
services include delivering off-the-shelf courses
through a sales and service agreement (SSA) using
the NCBRT Course Catalog; developing courses,
seminars, and workshops for specific customers;
delivering courses, seminars, and workshops with
individual registrations; and providing technical
assistance.
