This course is a competency-based introduction to all-hazards disaster preparedness, with an emphasis on medical and public health implications and interventions. It is presented in nine interactive modules, and focuses on application of the DISASTER Paradigm™ (Detection; Incident Command; Scene Safety and Security; Assess Hazards; Support; Triage and Treatment; Evacuation; and Recovery) to weather-related events and disasters due to chemical, biological, nuclear/radiological, and explosive agents. The course provides a standardized curriculum to help all responders understand their respective role in disaster response and the need for integration into the overall public health response system.

Course Objectives
At the end of this course, participants will be able to:
• Define all-hazards terminology
• Describe and apply the DISASTER ParadigmTM to various disaster scenarios
• Recognize potential public health emergencies and their causes, risks and consequences
• Distinguish the roles of federal, state, and local governments in all-hazards emergency response
• List scene priorities of a mass casualty incident (MCI) response
• Describe the purpose of personal protective equipment and decontamination
• Describe pre-hospital and hospital medical components of an MCI response
• Identify disaster response resources to support local efforts
