Course Objectives
At the end of this course, participants will be able to:
- Summarize the FBI 12-step crime scene management
process.
- Apply the FBI 12-step crime scene management
process to a scenario through an instructor-facilitated
discussion.
- Identify site survey equipment necessary for hazard
assessment, locating possible samples, sample
classification, and required sample screening, based on
a given scenario.
- Develop a reconnaissance plan based upon a provided
scenario.
- Use provided reconnaissance information to develop a
sample plan.
- Describe safety considerations associated with
provided monitoring equipment.
- Operate basic chemical, biological, and radiological
detectors and monitors.
- Interpret the data from basic chemical, biological, and
radiological detectors and monitors.
- Determine the appropriate sampling techniques
and equipment to be used for sampling operations
according to the sample product present.
- Demonstrate the ability to decontaminate properly
packaged samples and prepare them for transport.
- Conduct a reconnaissance operation.
- Conduct a sampling operation.
- Properly decontaminate collected samples and prepare
samples for transport to the lab.
- Properly complete all required paperwork.
- Describe how public safety operations impact crime
scene operations, based upon provided instruction.

This refresher course is intended primarily for participants
who have successfully completed
PER-222 or PER-228.
WMD Sampling Techniques and Guidelines Refresher
takes a proactive approach to response training by
recognizing the diverse communities that must partner
together in response to a suspected WMD incident:
law enforcement, fire services, hazardous materials
personnel, emergency management agencies, and
governmental administrative personnel. Approximately
80% of the course’s participants are the emergency
responders who are most likely to be called upon to
operate within the exclusion zone of a WMD incident
involving hazardous materials— the responders able to
utilize personal protective equipment (PPE) at Level C
or higher, employ monitoring and detection devices and
procedures, and (potentially) obtain samples from the
scene for analysis.
Because WMD response is multidisciplinary in
nature, the refresher is also useful to responders who
work with HazMat teams in roles that do not require
exclusion zone entry. This second group includes law
enforcement, public health, and other personnel with
the responsibility to receive and transport a sample from
the HazMat team to a designated laboratory. In addition,
the refresher provides vital information to supervisory
and management personnel responsible for developing
policies and procedures governing emergency responder
actions during WMD terrorist incidents. This refresher
highlights information regarding how participants can
effectively interact with other federal, state, and local
partners to respond efficiently to such an emergency.

Prerequisites
Participants should attend
PER-222, PER-228, and/
or possess an equivalent
skill set to be prepared for
this course (e.g., sample
collection, operating/collecting
samples in PPE). The following
verifiable prerequisites apply
to personnel attending the
refresher:
- Successful completion of a WMD awareness-level training course
- Current HazMat technician-level certification
- Respiratory medical clearance for wearing Level C PPE (29 Code of Federal Regulations [CFR] 1910.134)
