CAMEO

Introduction to Computer-Aided Management of Emergency Operations (CAMEO) Suite

 

This performance-level course provides training on the fundamental elements of the CAMEO Suite of programs as they relate to emergency situations. As such, it includes detailed technical information and hands-on practice of critical elements of the CAMEO system and its associated programs (CAMEO Chemicals, CAMEOfm, ALOHA, and MARPLOT). To better understand how the programs interface, participants are provided opportunities to practice key procedures that allow users to enhance planning and response activities associated with community risks. These exercises clarify the connections between the programs and how they can enhance emergency planning and response activities.

 

Course Objectives
At the end of this course, participants will be able to:

  • Use the CAMEO Companion Table of Contents and Index.
  • List and describe the uses for each of the CAMEO Suite applications.
  • Launch each software application and access the CAMEOfm Help menu.
  • Explain the functions on the CAMEO Chemicals Home screen.
  • Consult CAMEO Chemicals Help on using Chemicals Database and Predict Reactivity tool.
  • Search CAMEO Chemicals and view Chemical Datasheet and ERG and CHRIS information.
  • Conduct CAMEO Chemicals Basic (Simple) Searches and add selection to MyChemicals list.
  • Review and interpret information from both the Chemical Datasheets and UN/NA Datasheets.
  • Use CAMEO Chemicals Advanced Search operations.
  • Launch the MARPLOT software application.
  • Set basic MARPLOT defaults.
  • View the local jurisdiction map and set the MARPLOT Home View.
  • Access USGS aerial photos and topographic maps (Internet only).
  • Use the MARPLOT “right-click” menu and drawing tools.
  • Display standard map reference information.
  • Save the map screenshot as an image file.
  • Transfer objects to other MARPLOT users.
  • Delete the user-created objects.
  • Discuss static versus dynamic map data.
  • Understand some differences between vector and raster files.
  • Use MARPLOT Overlay Manager to create map objects and manage map display.
  • Use the MARPLOT Basemap Builder to manage both vector and raster files.
  • Launch the ALOHA software.
  • Understand some basic limitations of the ALOHA models.
  • Understand the SiteData/Building Type and Date and Time menus.
  • Select a chemical from the ALOHA Chemical Library.
  • Enter weather conditions to the ALOHA model.
  • Operate the Direct Source for a toxic chemical.
  • Interpret the Threat Zone, Threat at Point, and Source Strength display graphs.
  • Transfer and display the threat zone estimates on MARPLOT maps.
  • Operate the Direct, Puddle, and Tank Source options for a toxic chemical.
  • Operate the Direct, Tank, and Gas Pipeline Source options for a flammable chemical.
  • Interpret the Threat Zone, Threat at Point, and Source Strength display graphs.
 
  • Import or enter Tier 2 report files to CAMEOfm.
  • Search and sort facilities, contacts, and chemical inventories.
  • Interpret info found in CAMEOfm Facilities, Contacts, and Chemicals in Inventory modules.
  • Add a site plan to the CAMEOfm Site Plans folder and link to a specific facility.
  • Produce a report containing the Tier 2 information for a specific facility.
  • Use CAMEOfm to discuss data types, create a sample record for Special Locations, Routes, Incidents, and Resources, and link record to a corresponding MARPLOT object.
  • Transfer map data from sources to MARPLOT using Overlay Manager and Basemap Builder.
  • Use MARPLOT Search operations to get information about and transfer map objects.
  • Save and print MARPLOT views.
  • Copy-and-paste MARPLOT screenshots into Microsoft Word.
  • Define EPZ, its benefits in community emergency planning, and its design basis.
  • Review and discuss examples of existing EPZs.
  • Use the CAMEO Suite to prepare an EPZ for a local emergency event.

The target audience typically includes all types of emergency response personnel including fire, law enforcement, emergency medical technicians, public health officials, hazardous materials professionals, public safety communications representatives, public works officials, and emergency managers. Others who will benefit include those involved with emergency situations such as security personnel, corrections officers, hospital officials, Red Cross volunteers, chemical plant staff, and other employees associated with emergency planning and response.

Proficiency in using the CAMEO suite of programs was most useful. I have used this product quite often during incidents or events that have occurred in the county. It was used exclusively during the recovery phase of an incident where an individual drowned last year. I was able to provide up-to-date maps and information to the state EOC in this incident.
