Course Objectives
At the end of this course, participants will be able to:
- Recall at least three characteristics of CBRNE events.
- Identify composition, capabilities, and constraints of
PPE and response equipment.
- Demonstrate the proper donning and doffing of Level
C PPE.
- Provide examples and list characteristics of linear
targets.
- Describe tactical strike team techniques and overall
tactical considerations for linear targets.
- Examine vulnerabilities unique to linear targets,
specifically, trains, buses, and aircraft.
- Describe tactical techniques for stopping, blocking,
approaching, and clearing linear targets.
- Demonstrate proper donning and doffing techniques
with 100 percent accuracy.
- Demonstrate required personnel and equipment
rotation requirements.
- Discuss planning tools and tactical preparation
procedures for an impending terrorist attack.
- Develop a response plan and a field visit to a linear
target to conduct a site survey.
- Determine nature of potential hazards presented by
suspected components of a device.
- Develop and present Operations Plan based on
evolving situation involving a CBRNE device.
- Use CoBRA Response Kits and equipment to
accomplish requirements in a practical exercise.
- Develop and present a Warning Order for a suicide
bomber in an RDD situation.
- Develop a response plan, given a suicide bomber RDD
scenario.
- Develop and present an Operations Order for a suicide
bomber RDD attack.
- Conduct interdiction operations consistent with the
Operations Order.
- Demonstrate the appropriate use of force consistent
with the threat and department policy.
- Conduct post-assault actions and activities to include
mitigation and suspect control.
- Conduct an after-action operational critique.

- Given a scenario of a bio attack of a public event area,
develop a Warning Order, a response plan, and an
Operations Order.
- Conduct rehearsals, equipment reviews, and an assault
consistent with the Operations Order.
- Conduct post-assault actions and activities.
- Conduct an after-action operational critique.
- Compare and contrast planning, tactical, and
operational considerations for different WMD.
- Successfully complete a comprehensive post-test.
- Provide feedback by completing a course evaluation
form.
- Modify and implement the plan developed in Module 5
for a chemical device.
- Conduct rehearsals and an assault to clear the
specified component of the linear target.
- Conduct post-assault actions and activities.
- Conduct an after-action operational critique.
Target Audience/Discipline
Emergency Management Agency, Fire Service, Hazardous Materials Personnel, Law Enforcement
This course is designed to provide state and local law
enforcement, emergency management, fire, medical,
and hazardous materials personnel (who are tactical
commanders, tactical supervisors, tactical strike team
leaders, tactical operation team members, managers,
supervisors, and/or planners) with the knowledge, skills,
and abilities to implement tactical missions for incidents
involving WMD.
